Deendayal Antyodaya Yojana-National Urban Livelihoods Mission
The Deendayal Antyodaya Yojana – National Urban Livelihood Mission (DAY-NULM) intends to reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions of the poor. The scheme is being implemented from the year 2014-15. DAY-NULM is a centrally sponsored scheme funded by both the Central and the State Governments in the ratio of 60:40
DAY-NULM IN TIRUNELVELI DISTRICT
NULM scheme is being implemented in Tirunelveli district since 2015 comprising of 1 Corporation, 7 Municipalities and 36 Town Panchayats.
Social Mobilization and Institution Development (SM&ID)
The National Urban Livelihoods Mission (NULM) shall rest on the foundation that the mobilisation of urban poor households to form their own institutions is n important investment for an effective and sustainable poverty reduction programme. These institutions of the poor would partner with local self-governments, public service providers, banks, private sector and other mainstream institutions to facilitate delivery of social economic service to the poor.
In Tirunelveli District so far 1153 no. of Self Help Groups, 13 no. of Area Level Federations and 2 no. of City Level Federations has been formed. The steps are being taken to form more no. of SHGs with covering all the below poverty line families. All these SHGs and Federations were given animator / representative and executive body members training.
Employment through Skill Training and Placement (EST&P)
The aims of employment through skill training and placement component is to provided skills to the unskilled urban poor as well as to upgrade their an existing skills. This program will provided for skills training of the urban poor to enable than to set up self employment ventures and equip them for salaried jobs in the formal/informal sector.
In Tirunelveli district so far 1126 no of youths were trained in various trades and out of which 333 no of candidates were placed in various reputed institions.
Self Employment Programme (SEP)
Self Employment programme will focus on financial assistance through bank loan to individuals/ SHGs of urban poor for setting up of gainful self-employment ventures/micro enterprises which suited to their skills training aptitude and local conditions.
Interest subsidy, over and above 7% of interest will be available on bank loans for setting up of individual or group enterprises. The difference between 7% p.a. and the prevailing rate of interest will be provided to banks under NULM. In Tirunelveli district under this self Employment component, so far 796 no of individuals and 202 no of SHGs were assisted through bank loans.
Revolving Fund (RF).
To enhance the common fund and in order to easily access the bank loan each newly formed SHGs will be provided Rs. 10000 as grand. So far Rs.88.10 Lakhs was given as RF to 881 no of newly formed SHGs.
