WELFARE SCHEMES IMPLEMENTED BY VARIOUS DEPARTMENTS

          Schemes for Adi-Dravidar and Tribal Welfare


The objective of this department is the upliftment of the Adi Dravidars and Scheduled Tribes by implementing educational and socio economic schemes.

  • sanctioning scholarships

  • special coaching to Adi Dravidar and Scheduled Tribes candidates in typewriting and shorthand.

  • running of Adi-Dravidar Schools and hostels

  • supplying tools and appliances to the technically trained SC, ST converts

  • granting free pattas providing financial assistance to SC and ST

  • supplying of tools and appliances like sewing machines, leather stitching machine and iron boxes etc.,

  • providing of text books, uniforms and hostel accommodation for SC and ST school children

  • granting of free house sites to Adi Dravidars to construct their own houses 

Tirunelveli District Adi-Dravidar Welfare Office is functioning at Collectorate and is under the control of the District Collector at district level.

 

Welfare Schemes for Backward Classes and Minorities Welfare and Most Backward Classes and Denotified Communities

 

The primary objective of these two departments is up liftment of Backward Classes, and Most Backward Classes and Denotified Communities in the District.  The department is responsible for implementing various schemes introduced by the Government under instructions from the District Collector who monitors the execution of all the schemes.

The following is the list of welfare schemes implemented by this department

  • maintenance of free supply of note books, slates and uniforms to the students

  • maintaining of boarding homes, hostels for the students of these Backward Classes

  • sanctioning of pre metric and post metric scholarships to the students

  • providing free education to the students upto degree level and for professional course

  • sanctioning of awards and pries to bright students at the district level

  • providing grants to subsidised hostels recognised by government

  • supplying tools and implements to barbers and dhobies,

  • issuing house site pattas to most backward classes and denotified communities

  • conducting coaching centers for entrance examinations to students appearing for professional courses and Civil Service Examinations

The Department is implementing and monitoring the following schemes in this district.

  • Scholarship for backward classes

  • Anna Memorial award for the 12th standard student who scored the highest mark in the district to continue their studies in the professional colleges.

  • Thanthai Periyar  award for the 10th standard student who scored the highest mark in the district to continue their studies in polytecnics.

  • General award for MBC / DNC students scored the highest marks in 10th and 12th standard.

  • Incentive to MBC / DNC higher secondary students.

  • Supply of free tools.

  • Running of hostels for BC, MBC and DNC students.

In this district there are 28 BC hostels, 16 MBC / DNC hostels running under the control of District Backward Class office.

 

          Social Welfare Schemes

The Department of Social Welfare was set up to provide required impetus for the holistic Development of Women and Children in the State of Tamil Nadu. The Department's Primary object is to formulate plans, policies and programmes for the welfare of woman and children,  implement innovative programmes in areas of welfare and support services for the destitute Women and Children and elderly citizens. 

 

  • monitor proper implementation of the schemes to ensure that the benefits of the scheme reach only the poor and the deserving 

  • enact policies for enhancing child survival reducing malnutrition and morbidity and promoting health childhood by providing services like nutrition immunization health checkup, referral services and pre-school education.

The Department is implementing various marriage schemes, running Service Home, Orphanage and industrial Co-operative tailoring and tailoring training institutes.

          Integrated Child Development Scheme (ICDS)

This scheme is aimed to improve the health of the children in the age group of 0-6 and educates mothers on nutrition, immunisation, mortality etc., This project has 108 Integrated Child Development Scheme Centres at Palayamkottai, Melapalayam and Tirunelveli and looked after by the Child Development Project Officer.  The department is also vested with the responsibility of providing health care in the project area by the following way

  • registering prenatal mothers

  • giving energy food to mothers from the fourth of month of pregnancy up to six months of postnatal period

  • providing immunisation to children

  • identifying the births

  • conducting pre-school classes

  • weighing the babies

  • issuing of mid-day meals

  • convening mothers meet on nutrition and health activities

  • checking up of the pre-school dropouts and make them to attend the centres  

          Co-operative Department  

The Cooperative Institutions functioning in Tirunelveli District are administered and controlled by a Regional Joint Registrar having headquarters at Tirunelveli. There are 471 various types of Cooperative Institutions in this district.  The main objective of this department is, assisting the Regional Joint Registrar to implement the Public Distribution System in the district. There are 738 Coopertive Fair Price Shops which are run by 180 Cooperative Institutions such as Cooperative  wholesale stores, cooperative marketing societies and  cooperative stores.  Commodities like sugar, rice, wheat, kerosene  and edible oils are distributed to  family card holders through the 738 Cooperative Fair Price Shops in this district.

          Welfare for Ex-Servicemen

The office of the Assistant Director of Ex-Servicemen's Welfare are the field units of the Department in the district.  Ex-servicemen were placed against various jobs by this department. The department appoints the ex-servicemen for the jobs like

  • appointing special Police Officers in the temple protection,

  • making stitching orders of school uniform under Noon-meal scheme and

  • uniforms to Drivers and Office Assistants for various Government Offices for women dependants of ex-servicemen

  • granting of lump sum as subsidy  

  • making loans from nationalised banks

  • granting of financial assistance Rs. 100/- per month to old age, cancer patients, fully blinded, leprosy patients of ex-servicemen

  • providing of Lodging at a nominal rate for ex-servicemen who visit this district

  • A CSD canteen functioning at Palayamkottai which caters to the needs of nearly 10,000 ex-servicemen and families of service personnel belonging to Tirunelveli, Thoothukkudi and Kanniyakumari Districts

District Rural Development Agency

 

With the objective to alleviate ‘Poverty’ in India the Government during 1970s has constituted the Small Farmers Development Agency (SFDA) all over the Districts. The main thrust in achieving the objective of poverty alleviation was directed towards creation of supplementary employment opportunities for the rural poor by giving self-employment through IRDP and wage employment through NREP and RLEGP, a quasi –government agency namely District Rural Development Agency (DRDA) has been formed. In Tirunelveli District, the DRDA came into existence with effect from 1.4.84 Now the self- employment programmes have been merged into a single scheme namely SGSYand the wage employment programmes merged into JRY firstly then JGSY and SGRY at present. Initially the administrative cost of Tirunelveli DRDA has been met out from the scheme funds themselves. Now separate funds have been provided by the Central and State Governments in the ratio of 75:25 namely DRDA -Administration and come under category - D. The Administrative cost eligibility of Tirunelveli District Rural Development Agency is Rs.67 lakhs. The Tirunelveli DRDA has been functioning in a two-floor building with all infrastructure facilities and computers for computerisation of scheme particulars. A recently built conference hall is also available for Training of Self-help Group members under SGSY. All the members of Parliament and M.L.As are Members of DRDA Governing Body for effective implementation, monitoring and evaluation of various programmes implemented by DRDA, Tirunelveli. In view of co-ordination of different Departments, officers from various departments are deputed and staff from Rural Development Department are deputed for office administration of DRDA, Tirunelveli.

Touch Screen Kiosk Facility at Palayamkottai Taluk Office

(Tamil Nadu Info-System on Land Administration and Management)

Government of Tamil Nadu has introduced a new Touch Screen KIOSK facility for the benefits of common public in Palayamkottai Taluk.

Using this KIOSK facility, public can access the Patta Details, Land Guidelines Value, Birth and Death Certificates and the details about the State Governmnet's various welfare schemes. The public has to pay Rs.2/- (Rupees two only) to see the details on the screen and has to pay Rs.20/- (Rupees twenty only) for getting the copy of the details. The Touch screen KIOSK is operational between 10:30 am to 5:00 pm on all working days at Taluk Office, Palayamkottai.

 

The public need not wait for anybody to operate this Touch Screen KIOSK. The operation methods are very simple and the public can easily operate the KIOSK by following the steps given by the KIOSK.

The public of  Palayamkottai are utilising this new service introduced by Government of Tamil Nadu enthusiastically.

        District Passport Collection Centre,  Collector Office, Tirunelveli

Passports are issued to Citizens by the Concerned Nation for visiting foreign countries.  Passports are identity cards and are to be shown to designated Authorities as and when required.

 

In our State Passports are issued by the Regional Passport Officers, Chennai    and Trichy.  Hitherto Passport applications were sent to the Regional Passport Officer, Trichy for getting a Passport.  The Government of India decided to decentralise of Passport Services and the District Passport Cell was functioning in Tirunelveli Collectorate with effect from January 2002.

 

          AVAILABILITY OF PASSPORT APPLICATION FORMS

Passport Application forms are available for supply to applicants at Kendriya Bhandar Store at Collectorate Tirunelveli   at nominal rates of Rs.10/- for EAP-1 forms.

Passport Application forms can also be obtained from selected Speed Post Centres authorized for collection of passport applications.

FEE STRUCTURE

The following are the fees to be paid by means of  Demand Draft drawn in favour of  "Regional Passport Officer, Trichy"  payable at "Trichy".

       1. Fresh Passport (36 pages) of 10 years validity Rs. 1000/-
       2. Fresh Passport (60 pages) of 10 years validity Rs. 1500/-
       3. Reissue of Passport (36 pages) of 10 years validity Rs. 1000/-

A FEW TIPS TO FILL-IN PASSPORT APPLICATION FORM

1. Normally you need seven passport size photographs of which one to be pasted on the Index Card, one on the Passport Application Registration Form, one on the application and two on personal particular forms. 

Apply little gum on the top reverse side of other  two photographs for about 1 cm and affix them in the space provided in Page 5 of the application or on the left top corner of page 3 of the passport application. Do not sign on these two photographs and also do not staple these two photographs.

2. Put your signature across the photographs wherever you affix the photograph with half the signature  on the photograph and half on application

3. Write your full name in capital letters at Column 1 of application and also on Index card expanding the initials;
    for example     "THANJAVUR SRINIVASAN RAMANATHAN" 

                              and not As T. S. RAMANATHAN

 

4. Write full name of your parents with expansion of  initials and not like Mr. Chavan which is surname.

5. If you are a male, write your wife's full name and if you a female write your husband's full name against the column 'Spouse'.

6. Write only visible marks of identification that are on your face, neck and fore-arms. If you do not have any visible marks write 'NIL'.

7. Give your correct place of birth i.e. Village, District and State (all three details)

8. Mention your profession clearly like Private Service /Self Employed/ Unemployed/ Student/ Employee in a Public Sector Undertaking/Govt. Servant (attach No Objection Certificate if you are a PSU employee or Government servant). Declaration duly acknowledged by his/her  Head of office, to the effect that he/she has informed his/her intention to apply for a passport can also be attached.

9. In case you had applied for passport at any time in the past, please mention the file number and/or date of application even if you have not received the passport.

10. In case you are already holding valid or expired passport, please surrender the passport with a Xerox copy along with the application

11. In case the passport bears a valid visa, please choose to submit in person at the counter and avoid sending the same by post.

12. In case passport facilities were refused/denied/impounded or you were repatriated to India from abroad, please give details at the appropriate Columns. Do not suppress any information as it will delay issue of passport.

13. Please put your signature with ball point pen and not with ink pen (including micro roller tip ink pen)

14. Fill-in-two personal particular forms giving all particulars as you did in the main form. If you (including students) have stayed at more than one place during the last one year then fill-in two personal particular forms for each place of stay.

15. Attach two copies of documents attested by a Gazeted Officer in support of your stay  and date of birth.

16. Children particulars are not to be included in Mother's passport. Please apply separately for children.

17. If you are entitled for Emigration Check Not Required (ECNR), submit copies of relevant documents duly attested by a Gazetted Officer (if sent by post)


18. If you want to avoid frequent visits to Passport Office, please apply for Jumbo Booklet.

19. Attach a copy of valid passport of adult children, if any, in the case of Senior Citizen who are aged 65 years  or above (optional)

20. If you are a family member of serving Central or State Govt. servants, attach a declaration by the Govt. servant countersigned by his/her Head of Office confirming the  fact that the applicant is a member of his her family
(optional)

21. If you are a retired Govt. servant and have held while in service a Diplomatic/ Official Passport, attach your cancelled old Diplomatic/Official Passport as a proof.

ARE YOU APPLYING FOR THE FIRST TIME?

5. If you need 'ECNR' produce two copies of Degree Certificate/Three year Diploma Certificate (If Provisional Degree/Diploma then submit two copies of all semester mark sheets also ) (Persons eligible to get ECNR Endorsement are listed separately)

6. If you are a Senior Citizen of 65 years or above, and your adult children has any valid passport, please attach a photocopy of the said passport.

7. If you are member of serving Central or State Government servants, attach a declaration by the Government servant countersigned by his/her Head of Office confirming the fact that the applicant is a member of his/her family.

8. If you are a retired Govt. servant and have held while in service a Diplomatic /Official Passport,  attach your cancelled old diplomatic/official passport as a proof.

REISSUE OF PASSPORT

Reissue of passport can be done at any time after expiry of its validity and also even before one year of its expiry.

HOW TO APPLY FOR RE-ISSUE?

1. Submit application form (EAP1) duly filled in with six photographs (do not  

    staple photos)
2. Surrender Old passport with two copies of the same
3. Submit Degree/Diploma Certificate, etc. if 'ECNR' required 

    (For Details see list of persons entitled for ECNR endorsement)
4. To include spouse name after marriage, provide two copies of proof of 

    marriage
5. Pay fee as per size of passport booklet - Rs.1000/- for normal booklet; 

    Rs.1500/- for 60 pages Jumbo booklet.

RENEWAL OF PASSPORT

Passport issued with short validity (one year or five years) can be renewed at any time after three months of its issue.

Short validity passport issued by other passport issuing authorities/offices can also be renewed at any time after three months of its issue provided applicants reside in the jurisdiction of RPO, Trichy and produce proof in support of their stay.

HOW TO APPLY FOR RENEWAL?

If the passport with short validity was issued by RPO, Trichy, apply in miscellaneous form (EAP-2) with a copy of the passport without fee. If the passport with short validity was issued by other offices, 

 

       a) apply in miscellaneous form (EAP-2) with an  index card duly filled in

       b) submit a copy of the passport 

       c)  No fee to be paid

I have a Provisional Degree Certificate Issued by the University. Can I get Emigration Check not required Endorsement?

Yes. You need to submit attested copies of Provisional degree certificate. 

After getting married , How to make changes in my  Passport ? What are the options?

You can either include your husband's name in your passport as an endorsement or change your name by including your husband's name in your name replacing your father's name (please see procedure relating to change of name)

My Passport has been issued by other Passport Office. Can I apply for services in Passport Office, Trichy?

Irrespective of the issue of passport by any Passport Office, you can apply to Regional Passport Office, Trichy provided you are presently residing in the jurisdiction of RPO., Trichy for any services relating to passport.

What is the difference in procedure between applying in person and by Post?

While you apply in person two copies of all the documents duly self attested have to be handed over at counter along with the original which will be returned after verification at counter immediately.

While applying by post, you have to submit two copies of all the documents duly attested by a Gazetted Officer bearing his name seal and address of his office.

I am a student staying away from my parents. Where do I apply for passport and what proof of residence shall I have to furnish?

(a) For instance, if you are a student staying in Madurai  (which falls under the jurisdiction of R.P.O., Trichy), and your parents are staying in Tirunelveli/ Nagercoil, you can apply in Passport Application Collection center, in Tiruenveli/Nagercoil and you have to provide four personal particulars forms. Please furnish your hostel address/the place where you are staying in Madurai as present address and your parents' address as permanent address

(b) In case your college falls under the jurisdiction of some other Passport Office, you can either apply to the
Passport Office in whose jurisdiction your  hostel/place of stay is located or in the Passport Office in whose jurisdiction your parents' address (permanent address) is located

(c) For proof of residence at your hostel/place of stay either you should provide a letter from the Principal/Warden or proof of residence of the guardian with whom you are staying along with the guardianship affidavit. You should also provide proof of address for your parents' address (i.e. permanent address)

(d) Please submit two attested copies of all the documents

 

What is the difference between Renewal and Re-issue?

Renewal:

Renewal pertains to extension of the validity of a passport which is valid generally for one year or five years.

Extension of validity is given on the same passport booklet. The applicant is, therefore, advised to fill in a miscellaneous application form without fee and ensure that the passport is not punched which will render it invalid.

Reissue

Reissue means issue of a fresh passport booklet after expiry of ten years validity.

The applicant is advised to fill in EAP-I form which is used for applying passport for the first time.

Tirunelveli Municipal Corporation in collaboration with Bharat Sachar Nigam Limited, Tirunelveli and Tamil Nadu Electricity Board had recently set up  a Multi Department Service Centre at Corporation Ward Office,  Palayamkottai.   The  computerised  counters are put up here so that  the public of this locality may pay their house tax, land tax, water tax, electricity charges and  telephone charges  in these counters.  This facility  reduces hardship to the public to move here and there for paying the dues referred to  above.
